The Principle of Precaution is part of the human genetic heritage. Without it, the fragile biology of man, having confronted tremendous destructive energies for millions of years, would not have allowed him to dominate the planet.
Curiously enough, with the evolution of the civilization, cities and then states, realizing some necessary social protectionism, have progressively contributed to deprive the different social actors of responsibility, and they are then turning to the absolute power of the State. So, if managing is planning, prevention should be able to anticipate future predictable effects. Therefore, prevention is an indispensable tool of the Principle of Precaution. However, in its globalization, the latter must also be able to anticipate unintentional effects that had not been predicted for different reasons (profit, unconsciousness, and precipitation…). Precaution thus requires an in-depth reflection, some additional scientific experiments and guarantees of application necessary to avoid losses, damages, reparation and legal issues, as already mentioned above.


We will keep in mind the definition proposed by Professor Piquemal as a working hypothesis :
"The Principle of Precaution constitutes all the measures or dispositions of any nature, thought or taken in the common interest, to prevent a risk, which hypothesis is presented without a scientifically or definitely acquired certainty, in order to suppress or limit all its consequences, at a reasonable and adapted cost."
